Specifications include, but are not limited to: The desired services include Construction Management Services for current and future capital projects. Tasks to be performed include, but are not necessarily limited to: • Act as an Owners Representative of Rowan County. It is anticipated that day-to-day communication regarding services will occur between the selected firm, the project Architect/Engineering firm, and the contracted General Contractor. Rowan County staff will participate in meetings and communications as needed. • Communicate with the County and all other stakeholders relating to project tasks or other matters pertinent to project progress. Maintain written records of correspondence with the Contractor, Designer, and all other stakeholders. • Attend preconstruction conferences and construction progress meetings. • Review and evaluate all design plans, specifications, proposal documents prior to posting proposal. • Assure all submittal/approval of zoning permits, 3rd party encroachment paperwork, and any permits needed construction. • Provide full-time employee(s) for construction observation of Contractor’s work progress and performance and the progress of any sub-contractors. • Organize a Project Diary with Inspector’s Daily Reports, Pay Records, construction photos, and other required information. • Review Contractor’s schedule and proposed construction staging and advise the County as to acceptability. • Confirm critical path tasks are implemented in a timely fashion. Inform the County in writing if during the life of the project a substantial deviation in the schedule is anticipated. Other minor schedule updates will occur in the monthly project reporting meeting. • Prepare and submit a monthly progress report to the County to update the projects schedule, list design and construction phase milestones achieved, provide status of major tasks, support, and document schedule changes, and justify any proposed changes to the schedule or budgets. • Review and verify Contractor pay applications and send to the County for review and processing for payment. • Organize and verify minutes of all project’s monthly meetings. • Attend final inspections and when work is to contract standards recommending acceptance of the project to the County.
