A. Develop a Comprehensive Master Plan that will help develop strategies, priorities and direction, setting action plans to guide the Department effectively and serve the community with high quality and fiscally responsible programs, services and facilities over the next ten (10) years, to include a Site Specific Development Plan for Enfield Park Complex. 1. At minimum, the Consultant will provide the following: a. Conduct a kickoff meeting with select Department staff to discuss the goals of the project, timeline and parameters. b. Demographics of the Department including current and projected demographic information, cultural trends, ethnic diversity, age. c. Conduct a series of Focus Group meetings focusing on administration, programs and parks/facilities including key community stakeholders. Not to exceed 3. d. Host a series of Community Input Meetings. Not to exceed 4 with 2 inside City limits and 2 out of City limits; northern Pasquotank and Southern Pasquotank. e. Collect and assimilate Department information including but not limited to History, Department organization and program offerings. f. Conduct a Staff Visioning Meeting. g. Conduct a Park and Recreation Board Visioning Meeting. h. Develop an inventory and analysis of Department parks and facilities and amenities. i. Provide at least one (1) Parks and Recreation Board update meeting at appropriate project intervals. j. Perform a recreation program review & lifespan assessment that will provide detailed recommendations on recreation programs to strengthen and align program offerings to effectively meet the needs of the community including new programs, discontinued programs, fee structures, funding and partnership opportunities. The analysis will delineate between the agency’s core and non-core programs and will analyze program trends and the market area.
