Services to be performed will, at minimum, include: 1. Initial site assessment and periodic re-evaluation of sites as necessary to assess changing site conditions. 2. Determination, in consultation with landowners, of the most appropriate disposal method for the site. 3. Carbon source material assessment and approval for use in response operations. 4. Determination of carbon source material quantity and type needed for windrow composting at each identified site. 5. Oversight of compost windrow location, construction, and monitoring. 6. Coordination and oversight of carcass and litter extraction, transport, and delivery to landfills, rendering plants, and offsite compost locations; and 7. Determine and provide all necessary equipment and operators for disposal operations.
