Specifications include, but are not limited to: External Websites Content and Design The selected vendor shall provide Content and Communications for the DST’s External Websites as follows: a. DST content and navigation upgrade 1. Provide graphic and overall site theme design; new template design; new mega menu design, configuration, and installation. Conduct information mapping and content migration to new template; and overall project management. Develop updated template and content branding for overall site and all divisional sites. 2. Design and develop new home page template, including high-priority communications module. 3. Design and develop news and communications sections, and quick-resource sections. Develop and publish easy-to-maintain news content and auto-archives sites and displays. 4. Design, develop, and publish page layouts and content to meet divisional needs. Conduct user testing and browser/device testing to ensure accessibility. 5. Conduct business analysis, develop processes for site modifications to achieve overall and divisionspecific goals across DST. 6. Redesign and content upgrades reflecting the DST’s work including, but not limited to, Financial Education, NCCash.com, the NC ABLE program, administration transition, and DST’s and divisional branding. 7. Review all current site content for accuracy and potential for updates. 8. Project management and content maintenance during contracting period. b. State Health Plan External Website Enhancements 1. Collaborate with State Health Plan to identify, map, and develop needed web user paths and process flows, and site structure and navigation upgrades to meet Annual Enrollment goals. Design and develop graphic-based content as needed. 2. Provide responsive site mapping, graphic design, web development, and web support during highest traffic period of the year. Provide audio/video support (as needed), new page creation. Adjust page structure and navigation, provide content mapping and web development/support to transition site to post-annual enrollment phase
