Specifications include, but are not limited to: a) Installation The awarded vendor will install and implement a complete turnkey mass notification system. The system will output audible alerts sufficient to notify persons on the Henderson County campus, or the Transylvania County campus or within the Health Sciences Building of emergency situations such as a weather event or active threat situation. The system can issue multiple distinct pre-programmed voice messages or tones as well as be able to issue ‘real time’ voice alerts. The vendor is responsible for the installation and configuration of all components and supporting low-voltage and high-voltage cabling necessary to provide all requested functionality. The installation includes all necessary high and low-voltage wiring required to operate the system. The installation includes all hardware and software components, licenses, activation fees and configuration required to integrate with the College’s existing technology including: Regroup, LynxGuide® Duress and Notification and the S2 Netbox® Extreme system to ensure authorized personnel can use a single action to simultaneously issue a mass notification alert via all available communications methods (audible broadcast, SMS text, voice telephone calls, and displayed on computer screen). b) Door Access Control Integration The Vendor provides all hardware, software components and configuration necessary so that when the Door Access Control System (S2 Netbox Extreme System) enters a lock down “threat level” state, the Mass Notification system will immediately broadcast an appropriate prerecorded message. c) The College will supply Up to four desktop computers dedicated for use with this system. The underlying data network infrastructure running Internet Protocol (IPv4). The College’s network infrastructure is not guaranteed to remain operational during a loss of utility power lasting over one hour or during any event that causes physical disruption to data and telecommunications infrastructure. Up to ten Ethernet switch ports capable of power over Ethernet (802.3af). The vendor must include an estimate of the total number of Ethernet ports required for system operation. The College will purchase additional network components as required by the winning bid. d) The proposed system should be able to issue audible alerts even if the campus network is unavailable.
