Specifications include, but are not limited to: WASTE DISPOSAL The contractor shall dispose of the aforementioned litter in a suitable site at the contractor’s discretion. It is recommended that the litter be disposed of in the City-owned and operated refuse collection station located on Thorp Road. Wherever the disposal of picked up waste is done, it is to be done in accordance with Federal, State, and County regulations. LITTER REMOVAL – GROUNDS & PICNIC SHELTERS The successful vendor shall be responsible for the daily pickup of litter from each park as listed in Attachment A and B. Unless otherwise noted, all grounds shall be canvased for trash, and trash cans shall be emptied daily. Charcoal grills shall be cleaned of food and charcoal residue once per week. Ashes shall be evenly spread on the ground. Each picnic shelter shall be swept/blown and cleaned each time that litter is collected per schedules in Attachment A & B. The concrete floors of all picnic shelters shall be kept free of food, grease, other debris and offensive odors such as urine. In the case of urine, a disinfectant shall be applied to the area that will both deodorize and sanitize. All picnic table tops and seats shall be kept free of food, grease and other debris daily. In City Lake Park, all man-made litter found in the lake within four (4) feet of the wooden bulkhead shall be removed by the awarded vendor. This includes litter that is floating, partially submerged and lying on the bottom of the lake bed. This inspection/removal shall be made daily as scheduled in Attachment A and B. As per Attachment A, all Parks “except” City Lake, Stith-Talbert, Sunset Park, and Martin Luther King Park shall be cleaned once per day. City Lake, Sunset Park, and Martin Luther King Park and Stith-Talbert “shall be cleaned twice daily” during the summer schedule. The first round shall begin at 6:30 am and be completed by 11:00 A.M. and the second round completed between 2:00 P.M. and 4:30 P.M. The second round shall be omitted between September 3 through December 15 for these parks. Scheduling of litter pickup shall coincide with the order of our three Team mowing routes, starting with 1st, 2nd, 3rd etc. as per Attachment C . PARK LOCATIONS AND BOUNDARIES Table A and B lists all the Parks that are to be covered under this contract per the summer and winter schedules defined except for Battle Park, City Lake and Sunset Park, all boundaries should be clearly distinguishable after making an onsite visit. Battle Park: In Battle Park, the litter removal shall be within the area bounded by the Tar River along the southern side of the Park; by the Falls Road on the Park’s western side; by the four-foot-high chain link fence paralleling U.S. Highway 64 By-Pass on the northern side and on the eastern side of the park at the boat ramp. Best Friend’s Dog Park: For Best Friend’s Dog Park, trash bags should be replaced in waste receptacles. Replacement trash nags will be provided to the Contractor. City Lake: For City Lake, these boundaries are defined as that being bounded by Sunset Avenue along the northern side; Piedmont Avenue on the eastern side; the railroad on the southern side and a combination of a hedge row, chain link fence, parking lot and access drive into the park from Sunset Avenue on the western side between the lake and the building known as “The Power Company”. The large parking lot next to and the plant beds around “The Power Company” building are not included in these specifications. Sunset Park: In Sunset Park, the area of responsibility is bounded on the south side by Sunset Avenue but includes the water treatment plant, and electrical sub-station next to the river; the West side by the Tar River continuing downstream to the edge of a wooded area located approximately one hundred yards north of the enclosed picnic shelter; on the eastern side by Taylor Street (to include islands up to Thomas Street) to Gay Street and a portion of the south side of the park by Gay Street to the back side of the water treatment plant and then along the property line to Sunset Avenue. The area within the fence at the water treatment plant is not included in this contract.
