Transylvania County Public Health (TPH) is soliciting qualifications statements for the provision of recovery support services for justice-involved people, currently and previously detained in the Transylvania County Detention Center, as part of a grant program implemented by the CARE Coalition of Transylvania County. The services consist of 1) training, assigning, and supervising a full-time certified Peer Support Specialist to provide recovery support services to people detained and released from the Transylvania County Detention Center, and 2 ) providing justiceinvolved individuals “bridge support” for immediate reentry needs, such as paying for transportation to treatment, counseling services, application fees and first month’s rent for transitional housing programs. As part of the services, the Peer Support Specialist will 1) conduct intakes within the Transylvania County Detention Center, 2) maintain contact post-release, 3) collect data for evaluation, and 4) connect justice-involved individuals with resources and services. Firms shall include a Statement of Qualifications of both the firm and person(s) directly responsible for the work. If the person is yet to be hired, please submit a plan and timeline for recruitment and training. Transylvania County reserves the right to reject any and all submittals.
