In adherence to Section VI of UNC System Regulation 1300.7[R] titled ‘Regulation on Behavioral Threat Assessment and Management Teams’, the UNC System is seeking a Contractor to work with the University’s seventeen (17) UNC constituent institutions as well as the North Carolina Arboretum to plan and perform a comprehensive Behavioral Threat Assessment Team (BTAT) simulation training exercise for each of the constituent institutions and the North Carolina Arboretum. The simulation training exercises should focus on skill-building, developing competence and confidence, and building trust and relationships among the behavioral threat assessment multi-disciplinary team members. The Contractor shall develop an action program following the Homeland Security Exercise and Evaluation Program (HSEEP) guidelines in effect at the time of performance of each activity. The HSEEP guidelines are hereby incorporated into this Scope of Work by reference thereto, and the Contractor is bound to comply with the HSEEP guidelines. During these exercises, participants should build on essential skills and the understanding of roles, responsibilities, and interests that have been developed in campus policies and protocols, as well as previous exercises. The desired outcome of these exercises is to reinforce the campus’s plans and strategy for intake, assessment, making determinations, implement appropriate safety interventions, and following up on potential behavioral threats to the campus community. Additionally, stakeholders of all disciplines should conclude their participation in the simulation exercises possessing a holistic community-based approach to support crisis prevention, response, and recovery. The intent of this solicitation is to award an Agency Contract.
