Specifications include, but are not limited to: 1. An examination of pertinent data including demographic, income, employmentand housing data as well as studies that have been completed that relate to fairhousing. 2. A review of prior and current activities that propose fair housing, including anassessment of agencies currently providing fair housing programs in the area. 3. An examination of private market issues that relate to the sale or rental ofhousing, the provisions of brokerage services, mortgage lending, insurance salesand underwriting, property appraisal and property management. 4. An evaluation of public policies and practices which affect the provision of fairhousing, including but not limited to public services, planning and zoning lawsand decisions, land use regulations, community development policies andpractices, procedures and practices of the local public housing authority andproperty tax policies
