• Provide, at a minimum, introductory flights and flight training services to the public. Flight training shall include ground school, preflight, post flight and inflight instruction. • Provide hours of operation by appointment, Monday through Sunday. The Flight Training Operator may close on holidays identified on Surry County’s adopted holiday schedule. • Provide aircraft except in the instances where a student chooses to provide their own aircraft. Exceptions to this requirement may be made with written approval of the Airport Manager. • Employ at least one (1) FAA-licensed Certified Flight Instructor (CFI). Said CFI shall be available during the hours of operation. • Employ, or have readily available to instruct, at least one (1) FAA-licensed Certified Flight Instructor Instrument (CFII). • Provide and maintain liability insurance in minimum amounts of $1,000,000 bodily injury and $1,000,000 property damage. Said insurance shall indemnify the Authority for all claims due to negligence and carelessness of the Flight Training Operator or its employees. The Authority and Surry County shall be named as an additional insured on said policy and the Authority and Surry County shall receive all notices of cancellation. A copy of said policy shall be provided to the Airport Manager prior to the Flight Training Operator commencing operations. Proof of renewal of the policy shall be provided to the Airport Manager annually or as required to protect the interests of the Airport. • Operate within the Authority’s facility: The Authority will make available to the Flight Training Operator an 1,800 sq. ft. space for their exclusive use at 146 Howard Woltz Jr Way. In addition, space for one or more flight training aircraft will be provided in the Common Hangar. • Keep and maintain the office/training room in good repair and condition. The Flight Training Operator shall not make any major alterations, additions or improvements to the office/training rooms without prior written consent of the Airport Authority. • Be solely responsible for setting the prices for flight training services. The price for introductory flights and the hourly training rate established by the Flight Training Operator shall be published in the Terminal Building and on the Airport’s website and other commercially available websites. • Within two weeks of beginning operation, the Flight Training Operator and Airport Manager shall have mounted in the public area of the Terminal Building a sign with “FLIGHT TRAINING” at the top, followed by the name of the Flight Training Operator and listing the contact information for the schedule of appointments for flight training services. Informational sheets/brochures shall always be in inventory in the Terminal Building for Airport staff to distribute to interested parties. • Accept cash, check, or credit cards as payment for services rendered. • Abide by such rules and regulations as may, from time to time, be adopted by the Authority for the safe operation of the Airport and to meet the requirements of governing bodies. • Acknowledge the Airport is a public use facility and to make available to the public all products and services without discrimination or unreasonable delay, charges or fees. • Generate an activity report monthly and send it to the Airport Manager by the fifth day of the following month. For the reporting period, the Flight Training Activity Report shall show number of: 1. introductory flights given 2. students undertaking instruction 3. ground school hours provided 4. primary flight instruction provided 5. instrument instruction provided 6. commercial instruction provided 7. hours of multi-engine instruction provided 8. students who soloed 9. biennial flight reviews provided 10. and type of rating for students passing FAA check rides; and details regarding any interaction with government agencies or the media.
