This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
- The solicitation number is 12405B25R0010 and is issued as a Request for Quotation (RFQ).
- The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2025-04.
- This solicitation is issued as SB SET ASIDE. The associated NAICS code is 541714.
- Description/Statement of Work/Specification: We require at least 8640 individual plant sample sequencing library kits. The kits must contain all reagents needed to prepare double stranded libraries with full length adapters compatible with Illumina sequencing chemistries from 50 nanograms of high molecular weight plant DNA. No additional primers, enzymes, or beads should be required. The kits should include unique DNA sequence barcodes for at least 960 samples that allow samples to be pooled for Illumina whole genome sequencing and later deconvoluted to associate DNA sequences with individual samples. After the step of adding one set of barcodes to individual samples, it should be possible to combine at least 96 samples within a single tube for subsequent steps. Time required to complete one set of 96 sample preparations should not exceed four hours or require equipment beyond pipettes/tips, a vortex mixer, a benchtop mini-centrifuge, 96-well thermal cycler with heated lid, a fluorometer, and Agilent Technologies 2100 Bioanalyzer.

System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals—Representation, and paragraph (t) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Agencies will not consider or use these representations. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM
