a) Task 1 Plan Development 1) Make format/design revisions to the 16 regional hazard mitigation plans (RHMP) 2) Write and/or re-write large sections of the RHMP to meet the requirements identified in the Local and Tribal Hazard Mitigation Plan requirements of the 44 CFR, FEMA Local Plan Policy Guidance and the FEMA Plan Review Tool 3) Seek public and stakeholder input for the update (this could include but is not limited to digital surveys, multiple public meetings, multiple stakeholder meetings, etc.) 4) Identify and review local North Carolina hazard mitigation plans, Hurricane Matthew in North Carolina Dam Risk Management Assessment Report, technical documents, scholarly research papers and NCEM plans for appropriate incorporation into the regional hazard RHMP as required. 5) Meet with other Federal and State agencies and subject matter experts to gather data, obtain input, and/or update actions relevant to the RHMP and/or CRS 6) Enter plan content into the Risk Management Tool 7) Analysis and incorporation of the risk assessment by the Risk Management Tool into the draft and final versions of the RHMP 8) Perform additional risk assessments on all hazards identified by the local government or NCEM Staff or in other hazards that may not be included in the Risk Management Tool/iRisk to include but not limited to natural, technological and manmade hazards 9) Update all mitigation goals, objectives, and actions in the RHMP 10) Ensure RiskMAP is fully integrated into the RHMP and Actions for RiskMAP credit are included 11) Provide a completed Local Mitigation Plan review tool with specific locations of plan requirements in the RHMP 12) All plan submissions should be free of spelling, grammatical, and mechanical errors. b) Task 2 FEMA Review and Final Plan 1) Assist NCEM staff with addressing all FEMA required and/or recommended revisions as part of the review and approval process for the RHMP planning portions as required 2) Deliver the final RHMP in hardcopy and electronic copy as required c) Task 3 Programmatic Support 1) Provide programmatic support to the NCEM HM Planning Staff 2) Provide programmatic support for RHMP plan maintenance 3) Provide programmatic support for local governments
