1. Schedule and facilitate consultations with public, private and community-based organizations, including, but not limited to: a. Broadband internet service providers; b. Organizations engaged in narrowing the digital divide; c. Agencies who manage flood prone areas, public land, or water resources; d. Emergency management agencies; e. Local drug elimination organizations; f. Neighborhood improvement programs; g. Adjacent units of local government; h. Community-based and regionally-based organizations that represent protected class members; i. Organizations that enforce fair housing laws; j. Business and civic leaders; k. Local and regional government agencies, including local governments with metropolitan-wide planning and transportation responsibilities; l. State and local health and child welfare agencies; m. Continuum of Care; n. Public and private agencies that address housing, health, social service, victim services, employment or education needs (low-income and/or homeless individuals and families, veterans, youth, or other persons with special needs); o. Publicly funded institutions and systems of care that may discharge persons into homelessness (such as healthcare facilities, mental health facilities, foster care and other youth facilities, and corrections programs and institutions); p. All Counties within the eligible metropolitan statistical area (EMSA); q. Public Housing Agency; r. Residents of public and assisted housing developments; and s. Developers, nonprofit organizations, philanthropic organizations, and community-based and faith-based organizations. 2. Summarize the consultation process, public comments, and efforts made to broaden public participation throughout the development of the Consolidated Plan and Annual Action Plan. 3. Complete the housing needs assessment, homeless needs assessment, nonhomeless special needs assessment, and non-housing community development needs assessment. 4. Complete a market analysis using federal, state, regional and local data and information. The analysis should include: a. Cost of housing; b. Condition of housing; c. Public and assisted housing; d. Homeless facilities; e. Special needs facilities and services; f. Barriers to affordable housing; g. Non-housing community development assets; h. Broadband needs of housing; and i. Hazard mitigation. 5. Develop the strategic plan, including: a. Geographic priorities; b. Priority needs; c. Influence of market conditions; d. Institutional delivery structure; e. Goals; f. Public Housing accessibility and involvement; g. Barriers to affordable housing; h. Homelessness strategy; i. Lead based paint hazards; j. Anti-Poverty strategy; and k. Monitoring.
