Summary of Specifications:
The City of Jacksonville is soliciting a Request for Qualifications (RFQ) from engineering Firms for contract services covering development of an Engineering Report (ER) and Environmental Information Document (EID) that fulfills the obligations of the North Carolina Environmental Policy Act, and the National Environmental Policy Act. The Firm may also be requested to prepare construction drawings, permit applications and related documents necessary to facilitate all or part of the infrastructure recommended by the ER/EID as well as, provide construction observation and administration services during construction of the infrastructure. Execution of the work is expected to occur over three phases.
The services being requested are specific to a proposed sewer pumping station currently referred to as the Parkwood Regional Lift Station as well as, the associated force main and trunk sewer. The pumping station and associated lines were among a list of sewer infrastructure improvements contained within the February 24, 2009 document titled “City of Jacksonville Sewer Service Area Master Plan” prepared by Hobbs, Upchurch & Associates, P.A. (HUA). These proposed improvements were subsequently incorporated a hydraulic model of the City’s collection and transmission system by Malcolm Pirnie, Inc. (MPI). Several runs of the model were then made for various scenarios and timeframes. The results of these efforts are detailed in the August 2011 MPI report titled “Collection System Master Plan Update.”
