Summary of Specifications:
The City of Jacksonville is pleased to request proposals from qualified financial firms to conduct a comprehensive water and sewer rate study. The intent of the study is to independently assess and evaluate the City of Jacksonville’s existing water and sewer rates and provide recommendations. The broad objective of the study is to adequately fund water and sewer utility operations, capital costs, and debt service while minimizing rates.
The selected Firm should be prepared to have Phase I of this project complete within 90 calendar days from Notice to Proceed and Phase II complete within 60 calendar days of conclusion of Phase I.
Request for Proposals (RFP) shall be submitted to Adah Roberts, Finance Director, Finance Department, City of Jacksonville, PO Box 128, Jacksonville, NC 28541, no later than 5:00 PM, Wednesday, October 29, 2008. Ten copies shall be submitted. The Firm will submit along with the Qualifications Statement and Cost Proposal, the name, address and Project Manager to be associated with this project.
The City of Jacksonville reserves the right to reject any and all submittals.
Based on operation and maintenance costs, capital replacement, new infrastructure needs, and existing and future debt service, the Firm shall conduct a comprehensive study to determine the cost of water and sewer service. The study shall be conducted in two primary phases. Each phase will involve the performance of several required tasks with the detailed findings resulting from the completion of Phase I tasks being used to determine the feasibility of Phase II tasks. Given this phased approach the City, at its option, may negotiate changes or additions to the scope of work described below for Phase II, depending upon the findings and recommendations resulting from completion of Phase I.
