Summary of Specifications:
Sealed Bids from qualified Bidders for the construction of the Water System SCADA Upgrades and Improvements, Contract No. 2 will be received, by the City Clerk of the City of Jacksonville, at Meeting Room A, City Hall, 815 New Bridge Street, Jacksonville, NC 28540, until 3:00 PM Eastern Standard Time on December 8, 2009, at which time they will be publicly opened and read.
The project consists of the following:
1. Provide RTU’s for thirty three (33) well sites, three (3) booster pump stations, and six (6) elevated tanks. 2. Provide Communications Master Polling Station control panel at the Nanofiltration Water Treatment Plant. 3. Provide individual spread-spectrum wireless Ethernet links for thirty-four (34) RTU sites to access points for connection to scheduled communications hubs. 4. Provide antenna, supports and infrastructure for wireless network equipment. 5. Provide level transmitter panels for five (5) elevated tank locations. 6. Provide additional field measurement devices as scheduled. 7. Provide installation and startup services for all provided equipment. 8. Decommissioning of existing RTUs, control panels and communications equipment being replaced.
Bids will be received on Single Prime contract basis. Bids shall be on a lump sum and/or unit price basis.
Bidding Documents may be examined at the office of the Owner, Engineering Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC 28540. Copies may be obtained from the offices of the Owner, Engineering Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC 28540 for the non-refundable amount of $40.00 for each set. Payment for documents must be received by the Engineering Division and shall be made payable to the City of Jacksonville. Partial sets of Bidding Documents will not be available. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from other sources. Checks for documents shall be made payable to the City of Jacksonville. Persons requesting shipment of documents shall bear the additional, non-refundable cost of shipment.
The City of Jacksonville will conduct a Pre-Bid meeting at City Hall, Meeting Room A, on November 30, 2009 at 10:00 AM immediately followed by a site visit.
The Jacksonville City Council reserves the right to waive any informalities, to reject any or all Bids, and to accept that Bid or Bids which appear to be in the Owner’s best interest.
