Summary of Specifications:
Sealed Bids from qualified Bidders for the construction of the Streets Reclamation FY 2011/2012 Project will be received, by the City Clerk of the City of Jacksonville, at Meeting Room A, City Hall, 815 New Bridge Street, Jacksonville, NC 28540, until 3:00 PM Eastern Standard Time on September 9, 2011, at which time they will be publicly opened and read.
The FY2011/2012 Street Rehabilitation Project encompasses the streets shown on the Street Rehabilitation Drawing Set located in Jacksonville, North Carolina. The project will include pavement reclamation of approximately 48,000 square yards of existing roadway, approximately 1,050 linear feet of concrete curb and gutter, 600 square yards of driveway entrances, replacement of underground traffic signalization control wires at two intersections, and other associated work.
Work shall include in place reclamation of existing roadway including asphalt and base. This procedure consists of the pulverization of existing materials, inclusion of additives, grading of the reclaimed materials to provide a crown of no more than two percent, proper compaction and the application surface coats. The asphalt pavement section and a predetermined amount of underlying materials are treated to produce a stabilized base course.
Bids will be received on single prime contract basis. Bids shall be on a lump sum and/or unit price basis.
Bidding Documents may be examined at the office of the Owner, Engineering Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC 28540. Copies may be obtained from the offices of the Owner, Engineering Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC 28540 for the non-refundable amount of $33.00 for each set. Payment for documents must be received by the Engineering Division and shall be made payable to the City of Jacksonville. Partial sets of Bidding Documents will not be available. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from other sources. Checks for documents shall be made payable to the City of Jacksonville. Persons requesting shipment of documents shall bear the additional, non-refundable cost of shipment.
Jacksonville City Council reserves the right to waive any informalities, to reject any or all bids, and to accept that Bid or Bids which appear to be in the Owner's best interest.
