Summary of Specifications:
The City of Jacksonville is soliciting a Request for Qualifications (RFQ) from engineering firms for contract services to prepare a detailed planning document that assesses the need for water system improvements in the Piney Green-U.S. 17 area and provides definitive recommendations should the assessment show the need for improvements. The City, upon review of the planning document, may request the selected Firm to prepare construction drawings, specifications, and bidding documents based upon the recommended improvements, as well as provide permitting assistance.
The City wishes to investigate establishment of City water service to the annexed Country Club Area that is currently served by Onslow Water and Sewer Authority (ONWASA). The City of Jacksonville desires to explore the need for and feasibility of establishing major trunk water mains from which water service can be extended and existing service potentially improved. To these ends, the selected Firm shall examine the existing ONWASA water infrastructure along Piney Green Road and throughout the Country Club Area to determine if these lines provide adequate service as is or whether improvements are need. The Firm shall also estimate the current value of the ONWASA-owned lines and assist the City with initial investigations as to whether they can be obtained by the City of Jacksonville.
