Summary of Specifications:
The City of Jacksonville is soliciting a Request for Qualifications (RFQ) from engineering firms for contract services to prepare a detailed planning document that provides definitive recommendations for drainage improvements in the Brynn Marr Road Area. The City, upon review of the planning document, may request the selected Firm to prepare construction drawings, specifications, and bidding documents based upon the recommended improvements, as well as provide permitting assistance.
The purpose of the work to be undertaken by the selected firm shall be to effect the construction of drainage improvements that will alleviate street and parking lot flooding within a corridor having northern and southern boundaries loosely defined by Brynn Marr Road and Lejeune Boulevard, respectively. An initial evaluation of this corridor was conducted by an engineering consultant. The evaluation culminated with the issuance of an October 2005 report titled “Phase I Basin Planning Report.” This report summarized the initial evaluation effort as well as, provided recommendations regarding additional data collection and evaluation efforts that the consultant felt should be undertaken before proceeding to the final design phase. Statement of qualifications shall be submitted to the Engineering Division, Department of Public Services, City of Jacksonville, PO Box 128, Jacksonville, NC 28541, no later than 5:00 PM, September 21, 2007. Five copies shall be submitted.
The City of Jacksonville reserves the right to reject any and all submittals.
The Firm will be expected to complete an initial phase of work that may lead to a request by the City continue for the Firm to complete a second phase. Each phase is expected to involve the performance of several required tasks with the detailed findings resulting from the completion of the Phase I tasks being used to determine the feasibility of proceeding with the Phase II tasks. Given this phased approach the City, at its option, may negotiate changes or additions to the scope of work for Phase II depending upon the findings and recommendations resulting from completion of Phase I. The specific tasks and responsibilities associated with each phase of the work are outlined in the attachment.
