Description

The City of Jacksonville (COJ) is requesting proposals for community agencies to provide afterschool services and/or a safe hang out location to benefit students of Onslow County to be provided at the City of Jacksonville Youth Center located at 804 New Bridge Street, Jacksonville, North Carolina.

All proposals are due on or before 5:00 PM EST on November 13, 2023.

In order to respond to this RFP, the service provider must meet the following minimum qualifications

Be an established community agency.
Provide background checks and drug testing for all staff.
Must be able to insure that someone be on location at all times that has CPR/First Aid certifications.

Note: Providers/agencies submitting a proposal under this RFP should be prepared to participate in an interview process and to provide a presentation to a committee of COJ staff and administrators.

Interested bidders must sign this Request for Proposals and either email it to rmarshburn@jacksonvillenc.gov or deliver to City Clerk located at Jacksonville City Hall located at 815 New Bridge Street, Jacksonville, NC 28540 by the above due date.
Please mark the outside of the envelope with “RFP-Youth Program Services”.

No telephone or facsimile Proposals will be considered. Proposals received after the time of closing will be unopened and considered non-responsive.

The responsibility for submitting Proposals (including all documents requested herein) is solely and strictly that of the Bidder. The City is not responsible for delays in the delivery of the mail, email or delays caused by any other occurrence.

The City of Jacksonville shall award a contract to the lowest cost, responsive and responsible proposal, whose proposal is most advantageous to the City. The City does however, reserve the right to reject any or all proposals.

The Jacksonville City Manager reserves the right to waive any informalities, to reject any or all bids, and to accept that Proposal which appears to be in the Owner's best interest.

Term The initial term of this agreement is for a timeframe beginning upon award for one (1) year. COJ shall have the right to extend this agreement for one (1) additional one (1) year term, with Provider’s approval. An email expressing the
City’s desire to exercise the option to renew must be given to bidder in writing by email, or regular U.S. Mail.
