Summary of Specifications:
Sealed Bids from qualified Bidders for the construction of the Water System Improvement Phase II Contract No.1 will be received, by the City Clerk of the City of Jacksonville, at Meeting Room A, City Hall, 815 New Bridge Street, Jacksonville, NC 28540, until 3:00 PM Eastern Standard Time on December 10, 2009, at which time they will be publicly opened and read.
The project (inclusive of Addendum No. 1) remains the same as originally advertised with the exception of the revised bid opening date and the inclusion of Addendum No. 1, which includes a REVISED BID FORM. The work covered by this contract consists of the following:
Schedule I – Gum Branch Central Pump Station Upgrade This portion of the work involves equipment replacement and refurbishment at the City’s existing Gum Branch Central Raw Water Pumping Station. Specifically, the work includes replacement of three (3) existing pumps with new vertical turbine pumps (two with 150 hp motors and one with a 200 hp motor), installation of new variable frequency drives, and replacement of all existing valves, piping and appurtenances. The work also includes replacement of the existing gas chlorination system with an upgraded model capable of being flow-paced using the clearwell influent raw water flowrate. Schedule II – Groundwater Wells, Wellhouses & Sitework. This portion of the project involves work leading to the construction of four new gravel-packed groundwater supply wells in the Castle-Hayne aquifer. Primary elements include: 1. Sitework at four permitted test well sites including clearing, grubbing, mud pit excavation, erosion control devices, & construction of temporary gravel access road; 2. Test Well Drilling: Mobilize test well drilling equipment and construct four - 6” diameter test wells (one per well site) to confirm that each of the proposed production well sites will provide sufficient yield and water quality to justify construction of a permanent production well at the site. 3. Production Well Construction: After satisfactory completion of the test wells, submittal of drillers logs, well data, yield test reports, water quality analyses, and associated information, the Engineer will revise production well designs and submit revised production well construction drawings to NCDEH to obtain an Authorization to Construct for each well. After issuance of NCDEH’s authorization to construct, Contractor shall re-mobilize and proceed immediately with production well construction including 30” borehole drilling, setting 24” outer casing, setting 12” inner casing with well screen, well development, installation of approved gravel-pack, 72 hour yield testing, water quality testing, and all associated work. Upon completion of production wells, Drilling Subcontractor shall demobilize equipment. 4. Sitework: Stabilize the building site and crane placement area with approved structural fill prior to setting foundation forms. Install yard piping, electrical and control conduits, drainage culverts, blow-off assembly, gravel access road, and coordinate with Electric Utility to install 3-phase primary power service and meter to serve each new well site. 5. Well House Construction: Construct cast-in-place building foundations including all under-slab piping and conduits; set and anchor four factory-constructed, pre-fabricated well houses on concrete foundations. Well houses to be delivered complete with doors, windows, HVAC units, insulation, standing seam metal roofing, electrical and control panels and associated appurtenances. 6. Well Pump Installation: Install the approved submersible well pump and column pipe in the well at each of the four sites including all associated power and control wiring. 7. Process Piping: Install flanged process piping, valves, meters, electrical conduit and wire, control conduits and wire, and all associated appurtenances to make a complete and fully operational production well system. 8. Startup and Commissioning: Complete all necessary flushing, pressure testing, disinfection, startup and commissioning of all new systems. Schedule III – Raw Water Transmission Mains This portion of the project includes installation of approximately 6,100 lf of 24” PVC C905 pipe and approximately 5,000 lf of 6” PVC C900 pipe for raw water supply transmission mains, as well as connections at each of the four new production well sites, tie-ins to the City of Jacksonville’s existing raw water transmission system, zone valves, fittings, blow-offs and associated appurtenances. The scope of this effort also includes flushing, pressure testing, and disinfection of all new line segments. Schedule IV – Finish Water Mains Installation of approximately 1,200 feet of 12-inch diameter C-900 PVC potable water main, connections to both the City’s existing high and low pressure distribution systems, installation of check valves and precast concrete valve vaults, and associated appurtenances. The scope of this effort also includes flushing, pressure testing, and disinfection of all new line segments. Bids will be received on Single Prime contract basis. Bids shall be on a lump sum and/or unit price basis as specified on the bid tab. Bidding Documents may be examined at the office of the Owner, Engineering Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC 28540. Copies may be obtained from the offices of the Owner, Engineering Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC 28540 for the non-refundable amount of $100.00 for each set. Payment for documents must be received by the Engineering Division and shall be made payable to the City of Jacksonville. Partial sets of Bidding Documents will not be available. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from other sources. Checks for documents shall be made payable to the City of Jacksonville. Persons requesting shipment of documents shall bear the additional, non-refundable cost of shipment. The City of Jacksonville will NOT conduct a second Pre-Bid meeting for this readvertised request for bids, however Bidders are encouraged to visit the site prior to preparation of their bids. The Jacksonville City Council reserves the right to waive any informalities, to reject any or all Bids, and to accept that Bid or Bids which appear to be in the Owner’s best interest.
