The City of Jacksonville is soliciting for the procurement of Concrete Sand and Rock Materials. These materials may be picked up by City or City Sub-contracted trucks. The quantities indicated herein are estimates and are provided for informational purposes based on the anticipated usage. No maximum or minimum quantities are guaranteed. It shall be understood and agreed that the City may purchase more or less than the estimated quantities during the contract period. The City reserves the right to increase or decrease the quantities as needed. The City shall not be obligated to purchase more than its normal requirements. The City will be responsible only for items requested and received. Pricing shall be good for one (1) year.

Sealed bids from qualified Bidders will be received, by the City Clerk of the City of Jacksonville, in Meeting Room A, of City Hall, 815 New Bridge Street, Jacksonville, NC 28540, until 10:00 AM Eastern Standard Time on September 19, 2025, at which time they will be publicly opened and read.
If the Bid is sent by mail or other delivery system, the sealed envelope containing the Bid shall be enclosed in a separate envelope plainly marked on the outside with the notations "BID ENCLOSED", title of the work, Bid number (FY26-03), and name of the Bidder. In order for this to be considered a responsive bid, the bid form must be completed, and signed then submitted in a sealed envelope.

The responsibility for submitting proposals (including all documents requested herein) is solely and strictly that of the vendor. The City of Jacksonville is not responsible for delays caused by any other occurrence.
The Jacksonville City Council reserves the right to waive any informalities, to reject any or all Bids, and to accept that quote or Bids which appear to be in the Owner’s best interest.
