Summary of Specifications:
Background The City of Jacksonville has been rating its city streets system about once every 5 years. The last rating was in the year 2000. The City of Jacksonville is continuing this process by moving into the design & another 5-year Pavement Management Rating System. Purpose The purpose of this Request for Qualifications (RFQ) is to secure engineering services of a person or persons to provide assistance to The City of Jacksonville to conduct a pavement rating survey & our city streets.
Introduction: In accordance with NCGS 143-64.31, the City of Jacksonville, requests statements of qualifications from engineering firms for GIS- Based Pavement Management Survey. The City of Jacksonville anticipates awarding a single contract for the services required.
Scone of Services
The firm will provide professional engineering services to include the following: Survey the City’s street system and provide requested information. There are approximately 140 miles of streets Within the City. The information gathered will include physical characteristics and pavement distress types. This survey will be conducted block by block or at points established by the street centerline. A truck and driver will be provided by the City of Jacksonville for field data collection while performing the survey. Appropriate maps and digital files will be provided by the City. The firm will submit along with the RFQ, the name, address and contact person to be associated with the project. The major items of work will include, but not be limited to:
Provide pavement management software to identify maintenance needs, estimate costs, and calculate pavement condition rating (PCRs) for each block or segment.
The production of a final report summarizing the results, including: Summary Tables, an alphabetical street listing and a priority street listing of the street system. Begin and End descriptions will reflect centerline break points (usually at intersecting streets).
Development of a technical report with tables and figures to summarized the condition of the street system and the recommended maintenance needs.
Provide two (2) manuals of collected data.
Provide (3) references of cities where you have done street surveys.
Any additional services provided by you company will be welcomed.
Survey must be completed prior to 30 June 2006
Proposal Format: A written proposal must be submitted in the format outlined herein. Each proposal will be reviewed to determine if it is complete prior to actual evaluation.
Proposal Content: The written proposal should provide background information about the company, its employees, and its experience with related projects and related clients. It should cover the experience of the firm, as well as any consultants on the proposed team. For the purposes of the RFQ, the term “company” shall refer to the prime respondent of this RFQ, or in other words, the company with whom the City of Jacksonville will contract. The term “consultant” shall refer to any and all consultants with whom the prime respondent will include on the project team. The proposal shall clearly delineate any experience, background, etc. between the prime “company” and “consultants”.
Specifically, the RFQ should address the following information. Firms may submit their standard qualification package supplemented by a cover letter or attachments as necessary to comply with this request.
1: Company profile listing: name, address, year established, type of ownership, size of company and staff, and an organization chart. If company has multiple offices, please list where the work for this project will be performed.
2: Information about the overall makeup of the project team, including: the identity of all key personnel, a description of their respective responsibilities and duties, and experience GIS- Based Pavement Management Survey.
3: Information about any consultants to be included on the team. Identify consultant company name, address, telephone number, contact person, and names of key personnel. Identify consultants experience with GIS- Based Pavement Management Survey.
4: Summary of at least Three (3) similar projects.
General Comments:
1: Any cost incurred by respondents in preparing or submitting a proposal for the project shall be the respondents’ sole responsibility.
2: All responses, inquiries, or correspondence relating to this RFQ will become the property of the City of Jacksonville.
3: City of Jacksonville reserves the right to reject any or all packages received or to request additional information as may be needed to determine qualifications.
4. It is expected that the City of Jacksonville will conduct interviews of no more than 3 firms. Selection shall be made by April 21, 2006
