Summary of Specifications:
The City of Jacksonville, NC (City) is a municipality of the State of North Carolina with responsibility for the administration and operation of public transportation services within the City limits and portions of Onslow County, North Carolina, including Camp Lejeune and New River Air Station. North Carolina General Statute and various Federal laws and regulations administered by the Federal Transit Administration govern The City’s purchasing procedures.
The City is issuing this Request for Proposal (RFP) to select a Contractor to operate the City’s public transportation service, Jacksonville Transit.
Jacksonville Transit is the public transportation service provided and supervised by the City. MV Transportation, Inc. currently operates the Jacksonville Transit system as a contracted service provider. Jacksonville Transit offers fixed-route transit service throughout the greater Jacksonville metro area including portions of Camp Lejeune, Camp Johnson, and New River Air Station. Three routes with one-hour headways originate in Jacksonville and serve most of the City’s major destinations and portions of Camp Lejeune between 6:00 a.m. and 7:55 p.m., Monday through Friday, and between 10:00 a.m. to 7:55 p.m. on weekends and holidays. Jacksonville Transit also operates two (2) weekend express routes that connect points of interest in Jacksonville to areas within Camp Lejeune, Camp Johnson, and New River Air Station.
A private contractor will provide para-transit services and the selected Contractor will be expected to coordinate with the service provider on ADA-accessible para-transit services and the One Call Center.
All prospective Proposers shall submit any request for addenda, amendments to, or clarification or modification of this RFP by email to the City’s Contract Project Manager, rbredahl@jacksonvillenc.gov by 4:00 p.m. January 8, 2016. The City’s Contract Project Manager will make a determination and provide a response to each request made by a Proposer pursuant to this procedure. The City will furnish a written response to all Prospective Proposers in an addendum following the Pre-Proposal Conference. The City reserves the right to issue a written addendum to this RFP to all Prospective Proposers. The City may change any oral interpretations, responses, or clarifications to this RFP made by any City employee or other representative at any time. Proposers are required to acknowledge receipt of addenda, in writing, in their letter of transmittal.
