Summary of Specifications:
A. INTRODUCTION
The City of Jacksonville is located in Onslow County, North Carolina and is home to four military installations: USMC Camp Lejeune, Camp Geiger, Camp Johnson and New River Air Station. The 2013 City population as determined by the North Carolina Office of State Budget and Management is approximately 78,190 and includes portions of the aforementioned military installations. Additionally, the City continues to grow on its urban fringe and outlying areas. It is anticipated that the population of Jacksonville will be approximately 104,675 by 2020.
The City of Jacksonville is soliciting written qualification statements from experienced firms to provide on-call Transportation Impact Analysis (TIA) services for proposed developments within the City of Jacksonville planning jurisdiction.
B. BACKGROUND
In 1999, the Jacksonville City Council adopted an ordinance requiring the completion of a TIA for developments that exceed 100 or more AM or PM peak hour vehicle trips or 1,000 daily trips to determine the impacts of proposed development on the adjacent roadway network. In response to the growing need for on-call transportation services, an RFQ was released in 2003 to solicit the assistance of professional firms for the completion of TIAs in accordance with the city’s ordinance. At that time, two firms were selected to participate in the process. In 2010 the city released another RFQ which resulted in the hiring of eight firms to assist with the completion of TIAs.
C. PURPOSE
The purpose of the TIA is to assess and quantify the impact of the proposed development, zoning change, change of use or special use approval on the transportation system. A TIA will (1) evaluate existing conditions and future impacts of a proposed development on the transportation system, (2) identify existing/impending problems with the transportation system, (3) delineate solutions and recommend mitigation strategies for the identified problems, and (4) assign responsibility for the necessary improvements to mitigate potential adverse effects on the transportation system.
Requests for clarifications shall be submitted in written or email format (aprinz@jacksonvillenc.gov) up to the close of business (5:00 PM EST) on December 8, 2014. Responses to the requests for clarifications shall be posted on the JUMPO webpage (www.jumpo-nc.org) by the close of business on December 10, 2014.
