Summary of Specifications:
I. Introduction This describes the terms and conditions for the vehicle striping of the City of Jacksonville Police Vehicles located at 206 Marine Blvd Jacksonville NC. The work shall include removal and application of vehicle striping for both new and old marked police vehicles related to life cycling, replacement and motor vehicle accident damage repair. The bidder should be able to support the ability to affect the work on an annual basis consisting of (12) twelve to (14) fourteen cars per year on average but could be more or less depending on the agency requirements. The length of this arrangement is subject to annual review for retention of services but will not exceed a three year period without revisiting the bid process for further retention. The work shall include furnishing all safety equipment, materials, tools, labor, transportation, permits, and supervision necessary for the prosecution and completion of the work.
V. Rights The Jacksonville City Council reserves the right to waive any informalities, to reject any or all bids, and to accept that Bid or Bids which appear to be in the Owner's best interest.

DISPUTE RESOLUTION: Any dispute arising from a forthcoming agreement to construct this project shall be subject to non-binding mediation in accordance with the rules as set forth in City of Jacksonville Resolution #2002 – 28 titled “Senate Bill Dispute Resolution”. The following disputes are not subject to mediation: i.) A dispute seeking a non-monetary recovery; and ii.) A dispute seeking a monetary recovery of $15,000 or less.
