Summary of Specifications:
The City of Jacksonville is soliciting proposals from professional engineering firms for geotechnical and construction materials testing services related to various water and sewer projects as well as other City projects. The word “Firm”, “Testing Laboratory”, and “Laboratory” are used interchangeable all having the same meaning as the one key agency responsible for Construction Materials Testing.
The City will select Firms with which to negotiate contracts using a Qualifications Based Selection process. Selection will be based on demonstrated experience and expertise in construction materials inspection. The City also believes that other important traits for successful project execution are the ability of the Firm to work in partnership with City staff, management, and other consultants and contractors who may be part of a project and the ability of the Firm to respond in a timely manner to any issues that may arise.
It is intended that the Requests for Qualification (RFQ) process will result in the execution of a master agreement (contract) and supplemental agreements (task orders) between the City and an unspecified number of Firms. The number of Firms will be determined by the City after the RFQ process is completed.
The contract length is for a time frame of three (3) years beginning July 1, 2015. However, the City reserves the right to cancel the On-Call Geotechnical and Construction Materials Testing Services Program (Program) at any time and create a new Program as needed. Selected Firms that do not meet the City’s performance expectations, routinely decline opportunities to participate in projects offered through the Program or lose significant internal expertise submitted with the original RFQ response may be dropped from the Program.
