Summary of Specifications:
Sealed Bids from qualified Bidders for the construction of the Water System Improvements – Phase II Well Drilling will be received, by the City Clerk of the City of Jacksonville, at the Johnson Blvd. Conference Room, City Hall, 815 New Bridge Street, Jacksonville, NC 28540, until 2:00 p.m. Local Time on May 1, 2008, at which time they will be publicly opened and read.
The project consists of the construction of 10 water supply wells each to include a 24 inch outer casing, 12 inch inner casing, screened and gravel packed in the Castle Hayne aquifer with all the appropriate well pump testing and water sampling.
Bidding Documents may be examined at the office of the Owner, Engineering Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC 28540. Copies may be obtained from the offices of the Owner for the non-refundable amount of $100.00 for each set. Partial sets of Bidding Documents will not be available. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from other sources. Checks for documents shall be made payable to the City of Jacksonville. Persons requesting shipment of documents shall bear the additional, non-refundable cost of shipment.
The project will be partially or wholly funded through the North Carolina Drinking Water State Revolving Fund. As such, all Bidders shall comply with all the DBE requirements of this program.
The City of Jacksonville will conduct a Mandatory Pre-Bid meeting at the Johnson Blvd. Conference Room in City Hall, on Wednesday, April 16, 2008 at 2:00 p.m. immediately followed by a site visit.
The Owner has recognized the following disciplines as potential subcontracting opportunities: Certified well drillers, Site Work, Clearing, and Laboratory Testing.
The Jacksonville City Council reserves the right to waive any informalities, to reject any or all Bids, and to accept that Bid or Bids which appear to be in the Owner’s best interest.
