As part of a comprehensive drug-free workplace program, the City of Jacksonville has had a substance abuse testing policy in place for several years now. We test (for drugs and alcohol) all new hires for regular full and part-time positions as well as for some temporary safety sensitive positions. We also test employees promoted into safety sensitive positions and those identified through reasonable suspicion as possibly having a drug problem. In addition, we are required by the Department of Transportation to randomly test all employees who hold Commercial Driver's Licenses. We need a program that will withstand any forensic or legal challenge. This should include, but may not be limited to: Trained Collectors Qualified Medical Review Officer Random Testing program for CDL Drivers RBT-IV Breathalyzer for Random, Reasonable Suspicion and Post Accident Alcohol Testing Confirmation of positive results using Gas Chromatography/Mass Spectrometry to insure the validity of the initial test Protocols following mandatory Federal Workplace Drug Testing Program guidelines of collection of specimens. DOT Testing: Amphetamines, Cocain Metabolite, Marijuana Metabolite, Opiates and Phencyclidine (PCP)- performed on a Federal Drug Testing Chain of Custody pursuant to the Federal Rule. Non DOT Testing: Amphetamines, Cocain Metabolite, Marijuana Metabolite, Opiates and Phencyclidine (PCP), Barbiturates, Benzodiazepines and Methaqualone - performed utilitzing a multi-part Chain of Custody designed for control of Drug Test Specimens.
