Summary of Specifications:
The Jacksonville Department of Public Safety is seeking a document management software solution that allows policy and standards tracking, testing, and training. The software must provide an all-inclusive solution for the electronic maintenance and administration of policies and other document-based elements. It must all administrators to distribute policies, train personnel, and manage the accreditation process. The software solution must be C.A.L.E.A. approved for electronic accreditation and paperless assessment. Software must integrate with industry standards manuals to allow for updates and changes in standards to be accessed by the user.
Software must incorporate electronic documents with an SQL database and allow existing electronic documents to be easily uploaded and distributed through various file formats such as: PDF, Word, PowerPoint, and HTML. Software must allow tracking of employee usage and provide the ability to electronically sign acceptance of new or changed policies. Software must contain a training module which will allow designated personnel to create and track certifications and licenses of employees. This training module must also allow management to create training courses that can be delivered through an on-line format using various types of media and include the ability to test users on the material presented.
Vendors wishing to submit information must include an implementation schedule and plan which includes training on the system for the user and provide licenses for up to 300 users. Pricing should be provided in one to three year increments for services and licenses.

DISPUTE RESOLUTION: Any dispute arising from a forthcoming agreement to construct this project shall be subject to non-binding mediation in accordance with the rules as set forth in City of Jacksonville Resolution #2002 – 28 titled “Senate Bill Dispute Resolution”. The following disputes are not subject to mediation: i.) A dispute seeking a non-monetary recovery; and ii.) A dispute seeking a monetary recovery of $15,000 or less.
