The City of Jacksonville is seeking qualified firms to provide evaluation and review services for its Comprehensive Opioid Abuse Site-based Program (COAP). Attached you will find a “Request for Proposals”, which identifies the services that will be required for this program.
In order to be considered, all proposals must be submitted in writing no later than 3:30 PM (EST) on February 11, 2020. Firms mailing proposal packages should allow delivery time to ensure timely receipt of their proposal. The responsibility for getting the proposal to the City of Jacksonville City Clerk on or before the specified time and date is solely and strictly the responsibility of the proposing firm. The City will in no way be responsible for delays caused by any occurrence. Proposals may be hand carried or mailed to:

The City of Jacksonville reserves the right to waive any informalities, to reject any and all responses. No proposal will be received or accepted after 3:30PM, EST, February 11, 2020.The outside of the envelope should be marked Comprehensive Opioid Abuse Site-based Program (COAP Grant) Evaluation and Review Services 2nd Re-Bid, Bid No.20-11B. Late Proposals will be deemed invalid and returned unopened to the firm. This will be a public bid opening in the Conference Room, A&B, City Hall, 815 New Bridge Street, Jacksonville, NC.
