Summary of Specifications:
The project consists of the construction of a new 8 MGD Nanofiltration Water Treatment Plant, including process building, pretreatment, membrane treatment system, hydrogen sulfide stripping and odor control, a 2 MG ground storage tank, and finished water pumping systems, with appurtenances, piping and associated site work. Bids will be received on a single prime contract basis. Bids shall be on a lump sum and unit price basis. Bidding documents may be examined at the Engineering Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC 28540. Copies may be obtained for the non-refundable amount of $250.00 for each set. Partial sets of bidding documents will not be available. Checks for documents should be made payable to the City of Jacksonville. Persons requesting shipment of documents shall bear the additional, non-refundable cost of shipment. The project will be partially or wholly funded through the North Carolina Drinking Water State Revolving Fund. As such, all bidders shall comply with all the DBE requirements of this program. The City will conduct a MANDATORY pre-bid meeting at the Johnson Boulevard Conference Room in City Hall, on Thursday, June 7, 2007 at 2:00PM immediately followed by a site visit. The Pre-bid will be MANDATORY for Nanofiltration System Process Equipment Manufacturers (NFEM) in order to be considered for pre-qualification. The Jacksonville City Council reserves the right to waive any informalities, to reject any or all Bids, and to accept that Bid or Bids which appear to be in the Owner's best interest.
