Town of Hillsdale – Request for Qualifications
Bridge NY Program – West End Road over Taghkanic Creek

The Town of Hillsdale has been awarded funds under New York State's Bridge New York program for the following project:

Bridge Replacement – West End Road over Taghkanic Creek, BIN 2222700

The Town is seeking to retain an engineering firm to provide preliminary through final design services for this Bridge NY funded project. Construction inspection services may be added under a future supplemental agreement.

The Preliminary Design tasks will include but not be limited to preparation of the Design Approval Document (identifying, assessing and selecting a feasible design alternative and its associated impacts) topographic and right-of-way survey and mapping, evaluation of cost and environmental factors and preparation for and attendance at public information meeting(s).

Final Design will include but not be limited to development of bridge plans, highway design, permitting, work zone traffic control plans, coordination with utilities for relocations (if necessary), and preparation of final plans, specifications, estimates (PS&E) and bidding and award services for the project. The final package will be submitted to the Town and NYSDOT for review and comment. During bidding, the selected consultant will answer questions from prospective bidders, issue addenda, review bids and recommend award to the lowest responsible bidder.

Consultants are invited to submit a Proposal for this bridge replacement project. The selection committee will review your proposal and the most highly qualified firm will be selected based on the following criteria, listed in order of decreasing importance:

25% Understanding of the work to be done,
20% Knowledge and familiarity with the Town of Hillsdale and understanding of the Town’s infrastructure and approach to projects,
15% Experience and qualifications of staff related to the type of work,
15% Familiarity with Federal, State and Bridge NY requirements,
10% Experience with similar kinds of projects,
10% Logistics and familiarity with the project area,
5% Firms current workload and proposed project schedule.

Disadvantaged Business Enterprises (DBEs) are encouraged to submit proposals in response to this solicitation. Other proposers are encouraged to submit DBE subconsultants where appropriate.

Designated firms must submit proof of authority to practice engineering/land surveying in New York State immediately upon designation.

Subconsultants, subcontracting, and/or joint ventures are permitted.

The proposals shall be no more than three (6) single sided, 8 ½" x 11" pages. Please submit 5 copies to the Hillsdale Town Clerk by 2:00 PM, December 2, 2024.
