SPECIFICATIONS

SECTION 1.0: SCOPE

1.1 Background

The Town of Orangetown operates a 13 MGD Design Flow Wastewater Treatment Plant in Orangeburg, NY. A Part of the operation includes dewatering combined Primary/Secondary sludge through the use of a Belt Filter Press from a sludge storage tank. The sludge is typically between 2% and 4% Solids.

The type of sludge and the storage of the sludge prior to dewatering results in the formation of Hydrogen Sulfide (H2S). The H2S becomes airborne during the dewatering process with levels in the air being measured between 11 ppm and 50 ppm prior to treatment. The oxidation of H2S for removal has been performed at the plant for odor control and for health and human safety. This has been treated effectively with a range of chemicals over the years. The chemical list included:

Potassium Permanganate
Sodium Permanganate 40% solution
Peracetic Acid/Peroxide solution 18% / 27%
Hydrogen Peroxide 50%

Some of the chemical used historically required more maintenance or specialized dosing equipment. Some of the chemicals required more safety than others for the safe storage and use.

1.2 Purpose of ITB

The Town of Orangetown (Town) is seeking provides of chemical for the removal of H2S from the sludge dewatering process. We are soliciting providers to submit their proposals for providing pricing for chemicals to oxidize H2S.
The Town will consider options that are shown to effectively remove H2S. The submitted bids will be weighed on the basis of the amount of chemical needed to oxidize the H2S to safe levels, the cost of the chemical per gallon, the special safety concerns that will need to be implemented for the chemical use, and the equipment needed for the delivery of the chemical. The Town will give priority consideration to providers that can supply Sodium Permanganate 40% solution and/or Peracetic Acid / Peroxide at 18% / 27% solution. Hydrogen Peroxide may be considered as a third alternative. Provide shipment of the chemical for Orangetown Wastewater Treatment Plant Facility as per attached specifications at the lowest operating cost. Approved Equal or Equivalent items must include documentation of the product ability to oxidize H2S with calculations of the amount required to remove H2S per ppm.

SECTION 2.0: REQUIREMENTS

2.1. All items must be as specified or approved equal or equivalent. Bidders must submit applicable
MSDS sheets and specifications with their bid.

1. Bids containing restrictions will not be acceptable unless the Department of Environmental Management & Engineering deems the restrictions conform to The Town of Orangetown requirements.

1. All quantities shown are estimates based on previous usage. The successful bidder will be required to furnish quantities even if different than those used whether it is more or less during the term of the contract.

1. All contractors and/or bidders shall be required to wear hard hats & safety protective equipment while doing work for and/or being on the Orangetown Wastewater Treatment Plant premises. No work will be authorized or performed without proper safety protection equipment adhering to the most recent OSHA standard & it is the vendor’s responsibility to supply the necessary items of equipment.

SECTION 3.0: DELIVERIES

1. 1. 1. 1. Unless otherwise specified, all deliveries to the Orangetown Wastewater Treatment Plant Facility, 127 Rte. 303, Orangeburg, N.Y. 10962, shall be conducted between normal business hours of 7:00 AM – 2:30 PM Monday through Friday. Deliveries outside these times may be denied at the Plant’s discretion, at no additional cost to the Town of Orangetown.

3.2            All deliveries shall be verified via telephone at least 24 hours prior to arrival at Orangetown Wastewater Treatment Plant Facility. The contact telephone number is (845) 359-6502.

3.3            Failure to deliver on time or any product that doesn’t meet specifications may result in default of bid. The Town of Orangetown is then permitted to purchase products on the open market and to charge back differences to defaulting vendor.

3.4            The supplier shall be responsible for the removal from the Plant Facility and disposal of all empty chemical containers (totes) at intervals acceptable to both parties. Terms of tote pickup must be included in the proposal, to include, but not be limited to, the minimum number of empty totes to arrange for pickup. The supplier shall remove all totes from the Plant Facility at a schedule agreeable to DEME. Upon notification of availability of empty totes to the supplier by the town, the supplier will be solely responsible for arranging the pickup of the totes in a timely manner.

3.5            The unit price shall include delivery cost to the Plant Facility as well as the cost of the chemical and containers. There shall be no additional cost for deposit on tote containers. The contractor is to include in the bid price the cost to remove all empty containers from the Plant Facility.

SECTION 4.0: APPROVED EQUAL OR EQIVALENT ITEMS

4.1            Bidder must submit specifications, cut sheets, brochure data and MSDS sheets with their bid. Bidders must also include company name, address, contact, and contact telephone number of three locations where the product is being utilized (see page 14 of the bid package).

SECTION 5.0: SAMPLES

5.1            As requested, bidder must submit samples to the Department of Environmental Management & Engineering for evaluation within five (5) business days of notification from the Town of Orangetown, unless otherwise specified.

            5.1.1. All sample materials must be clearly labeled with the following information:

                        Bid Number

5.1.2. These items will be used for evaluation purposes and will not be returned unless otherwise
         agreed upon prior to sample submission. The evaluation of these products will be made by the
         department based on trials, product review, and/or experience.

SECTION 6.0: AWARD

1. Bid will be awarded to the responsible bidder, whose product provides the lowest operating cost, as determined by DEME.

SECTION 7.0: DETAILED SPECIFICATION FOR Oxidizing Agent

7.1       QUALITY

The material is to be 40% sodium permanganate liquid, 18% Peracetic Acid 27% Peroxide Liquid, 50% Peroxide solution, or a product to be considered based on manufacturer data of ability to oxidize H2S. The Town will select the product that best meets the needs of the Town.
7.2       SPECIFICATION

            Sodium Permanganate, NaMnO4, content, 40% by weight;
            Peracetic Acid (CH3CO3H) 18%/ Hydrogen Peroxide Solution (H2O2) 27%;
            Hydrogen Peroxide 50% Solution

7.3       CONTAINERS

Chemical shall be shipped in tote containers. 330-gallon totes that are reusable or disposable totes that are of 270-gallon approximate size are allowable. If any tote that is delivered shows signs of leakage or damage, delivery of that tote will be refused.

7.4       DELIVERY

            Upon receiving the order, delivery shall be within 1 week to the Plant site.
