Sealed bids will be received by the Town of East Greenbush at: Town of East Greenbush – Town Hall, 225 Columbia Turnpike, Rensselaer, NY 12144 (Attention: Mary Hendrick) until 2:00 p.m. Thursday, May 27, 2021, after which they will be publicly opened and read aloud that same day at approximately 2:30 p.m. at the Town of East Greenbush DPW Garage, 69 Gilligan Road, East Greenbush, NY 12061.
The owner is the Town of East Greenbush and the work site is in the Town of East Greenbush. The sidewalk to be constructed is located along US Rt. 9 and 20 from Bruen Court to the Rensselaer City Line.
The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion the work shown on the plans and described in these specifications including, but not necessarily limited to the following: Constructions of new ADA and PROWAG sidewalks and ramps, new curb installation, and drainage improvements.
This is a Federal Aid Project and NYSDOT Standard Specifications, officially finalized and adopted on September 1, 2020 as posted on the New York State Department of Transportation’s website must be followed by the successful bidder. The DBE goal for this project is 10%. The EEO employment goals for this project are a 3.2% minority employment goal and 6.9% women employment goal. The use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO), is required. No residential or geographical restrictions will be in effect for this project. Federal requirements will take precedent over State and local requirements, unless state and local requirements are deemed to be more stringent.

All bidders must return the “Receipt Confirmation Form” to ensure the bidder will be placed on the official Plan Holders List, as well as receiving all Addenda and other Bid correspondence. An emailed response from the bidder to the Addenda sent by the Town will act as proof the Bidder received the Addenda. In addition to the emailed response, Bidders must acknowledge the receipt of all Addenda by signing and dating each Addendum in Section 3a of the Bid Form. Failure of any Bidder to receive any such Addendum or interpretation shall not relieve such Bidder from any obligation under this Bid submittal. All Addenda so issued shall become part of the Contract Documents.
All bid Questions shall be directed to Purchasing Clerk, Mary Hendrick via email only at mhendrick@eastgreenbush.org. No Questions will be accepted after 4:00 p.m. on Thursday, May 13, 2021. Answers to all questions will be answered and communicated to all bidders on the official Plan Holders List via email by 4:00 p.m. on Thursday, May 20, 2021.
Bids received from Contractors not on the official Plan Holders list will not be accepted.
A Pre-Bid Conference will not be held for this project.
All bids must be made on the official Bid Form and Bid Summary Form or an exact copy by reproduction thereof and enclosed in a sealed envelope. This is a unit price bid as described in the Instructions to Bidders. No Bidder may withdraw his/her bid within forty-five (45) calendar days after the actual date of the opening thereof. Each bid must be accompanied by a bid security in the amount of five (5) percent of the base bid in accordance with the Instructions to Bidders.
The successful Bidder will be required to furnish construction performance and payment bonds in the full amount of the contract price.
A New York State Department of Transportation Highway Work Permit will be required to be obtained by the contractor for all work along US 9 & 20 including Work Zone Traffic Control devices. NYSDOT Permits are available for download from the New York State Department of Transportation website; www.nysdot.gov. The Contractor shall be listed as a co-applicant with the Town of East Greenbush on the permit.
The successful bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 21, 1968 and published in the Federal Register (41CFR Part 60-1, 33 F.2 7804).
Owner reserves the right to reject any and all Bids, to waive any and all informalities, and to disregard all nonconforming, non-responsive or Conditional Bids.
