The Town of Amherst is seeking Medicare Advantage Plan proposals from qualified insurance carriers for the Town’s Medicare-eligible retiree participants. Some participants reside in the Western New York region, while others have moved outside the area to various states across the US. Retirees, spouses, and surviving spouses who are at least 65 or are Medicare-eligible may be eligible for this plan. There are currently approximately 480 over age 65 retired subscribers covered by a stand-alone group fully insured Medicare Advantage Plan. The Town is requesting all proposals to provide the same or better benefits as the plan that was in effect on 12/31/2023. Matching these plans will satisfy the terms of the collective bargaining agreements. The current plan designs offer low or no cost enhancements. All no cost benefit enhancements may be included in your benefit proposal. Benefit enhancement options that require additional premium dollars must be specifically labelled as optional along with applicable pricing to include them. Note: included with this RFP is a subscriber census. Currently, the majority of the retirees’ premiums are paid for by the Town with a small number of subscribers paying for coverage in full. The Town is not opposed to allowing eligible retirees to join the Town sponsored Medicare Advantage Plan with the subscriber paying the full premium. If your organization allows subscribers to join the Plan, subscriber pay in full, advise if your organization will provide a direct bill process for collecting premiums from the subscribers, eliminating “premium collections” for the Town.
