The following technical standards must be met by any proposed Web-Based Educational Management System (EMS) supporting the administrative needs of residency and undergraduate clinical education programs at SUNY Upstate Medical University. 1. Learner Volume and Rotation Structure a. The EMS must accommodate the management of a minimum of 700 active clinical learners (including residents, medical students, and other trainees) per month. 2. Affiliation and Program Tracking a. The system must support tracking of at least 50 active institutional affiliations and associated programmatic agreements, each identified by a unique contract or institutional agreement number. The EMS must allow users to categorize learners by program, training level, specialty, and affiliated institution. 3. Automated Notifications and Scheduling a. The EMS must enable Upstate to notify affiliated programs, learners, and departmental coordinators of available rotations, onboarding requirements, documentation deadlines, or scheduling changes. This notification capability must support simultaneous and automated distribution. 4. Rotation Request and Matching Automation a. The system must fully automate the process of rotation requests, approvals, scheduling, and matching learners to departments, ensuring alignment with program capacity, credentialing, and academic readiness requirements. 5. Affiliation and User Management a. The EMS must allow Upstate to add or remove affiliated institutions and user accounts (faculty, staff, coordinators) without incurring additional costs.
