Each FVS program provider must have the knowledge, capacity, and experience to: 1. Develop physical and virtual/remote implementation plans and strategies that are accessible and responsive to the needs of participants from marginalized groups, including people with disabilities; 2. Recruit, hire and supervise program staff; 3. Identify and secure community sites for program activities and implementation; and have demonstrated capacity and experience working in the identified neighborhoods; 4. Develop referral pathways for program participants, engaging trusted community validators and stakeholders to outreach to potential program participants; 5. Provide and/or sub-contract to provide culturally responsive case management, counseling, legal services, mediation, and other supportive services; 6. Collect data and incorporate program evaluation components; and 7. Work collaboratively with ENDGBV and/or a City-contracted FVS Evaluator conducting a formative evaluation to review, analyze and report on the findings of the demonstration projec
