SCOPE OF SERVICES Upstate Norton College of Medicine (“NCOM”) seeks to implement a comprehensive and flexible Faculty Information System (“FIS”) to address the management of faculty data, including tracking teaching activities and engagement, research and scholarship related activities, and health care delivery related efforts, responsibilities and accomplishments, including voluntary faculty/community educators. The FIS must support faculty appointments, reappointments, annual evaluations, and promotion and tenure processes. FIS services and functions sought related to accreditation are summarized to serve as an overview of Upstate’s needs and desires in Table 1, Functions Related to Accreditation, on the next page. The items listed in this table will be further evaluated using the criteria set forth in the RFP document. Specific functional requirements focus on the unique needs of a medical school, section 3, Bidder Qualifications and Technical Components. The solution should support research productivity tracking including CV related information, intellectual property, publications, grant and sponsored research management, and compliance with institutional and regulatory requirements. Reporting and analytics capabilities should be flexible and customizable to monitor real-time or point-in-time ranges for data collection with automated and flexible communication tools to support activities. The FIS will interface with existing applications systems using approaches such as application programming interfaces (APIs) or others to integrate with human resources, payroll, accreditation, learning and student management, research and grant management systems, and other “in-house” and manual data systems (please see data import and export ability 2.3.4). The services must also integrate and be customizable with the various protocols and procedures within NCOM and individual departments, as well as the campus-wide standards at Upstate Medical University, the Policies of the State University of New York and the Agreement between the State of New York and the United University Professions.
