Specifications include, but are not limited to: pecific duties include, but are not limited to: A. Assist the Plan Administrator in administering all group health insurance plans, responding to questions from plan participants and facilitate data exchange between carriers and the County. B. Conduct strategic planning meetings to establish goals, priorities and identify areas of concern. C. Periodically issue Request for Proposals for insurance and administrative services related to health insurance. D. Assist in compliance of laws and regulations concerning health insurance. E. Review claims experience, service and administration to ensure maximum benefit to the County and provide recommendations based on best practices. F. Represent the County with providers on all issues including those related to premiums, benefit levels, plan design and other terms and conditions. G. Provide guidance and support to the County-wide Health Insurance Task Force. H. Assist the County with the implementation and communication of new programs or changes to existing programs, which will include open enrollment communication meetings. I. Research and advise the County on the impact of state and/or federal legislation on the County’s insurance plans. Examples of such legislation include, but are not limited to, Mental Health Parity and Addiction Act of 2008, the Patient Protection and Affordable Care Act of 2010 and the proposed American Health Care Act of 2017 J. Provide advice and support to the County throughout collective bargaining negotiations. K. Act as an intermediary with insurance carriers and third party administrators, as needed, to assist the County in the resolution of problems associated with insurance plans. L. Ensure that health insurance business partners of the County are performing in compliance with their agreement.
