Specifications include, but are not limited to: Design-Build (DB) firm(s) shall provide integrated services for the design and implementation of the New York Power Authority (“NYPA” or “Authority”) Energy Services Program (ESP) which includes but is not limited to electric and non-electric end use technologies. To facilitate the implementation of this program, the Authority will offer short-term project financing, technical design services and direct installation services. Projects undertaken as part of this program will be required to meet two basic criteria: • A net decline in high-carbon based energy consumption or greenhouse gas emissions. • Improved air emissions through net reduction of sulfur dioxide, nitrogen oxides and carbon dioxide Technical Services shall include the following: • The DB firm shall perform on-site surveys to identify potential applications for all energy efficiency and decarbonization measures. All on-site surveys shall be coordinated with NYPA and the Customer. • The DB firm shall prepare energy analyses of specific energy efficiency or decarbonization measures or systems. • The DB firm shall prepare detailed engineering designs of proposed systems and/or measures. • The DB firm shall be responsible for the procurement of equipment and installation services. • The DB firm shall be responsible for construction management, daily oversight of installation of proposed systems and/or measures, change order review and project closeout (including hazardous and non-hazardous waste management). • At a minimum the DB firm shall provide, one (1) dedicated Project Manager with one (1) dedicated senior engineer with one (1) engineer as back-up, and one (1) construction manager. The Project Manager shall be designated as the project interface for all issues pertaining to all facets of project implementation, from design to project implementation and close out. The Authority reserves the right to request an increase in the number of dedicated personnel and if necessary to request that a local office is set-up by the DB firm to expedite the implementation of the project. • The Project Manager and Construction Manger shall review, approve and sign-off on all Design Reports, Design Drawings and Specifications...
