Specifications include, but are not limited to: Upon award, Consultant shall present a project plan setting forth the approach, schedule, and interim deliverables associated with completing the Strategic Plan (the “Work Plan”). The Work Plan shall include but not be limited to: a. Gathering updated demographic and other contextual data related to Battery Park City (“BPC”); b. Asset mapping for BPCA and the Battery Park City neighborhood; c. Facilitating a three-hour working session for the Board to solicit early feedback and define goals; d. Conducting interviews and focus groups with a diverse cross-section of stakeholders (approximately 10 individual interviews and five focus groups with staff and/or external participants, subject to change in consultation with and with written approval from BPCA); e. Developing and managing an on-line survey to solicit feedback from a broader group; f. Performing other staff and community engagement, as appropriate; g. Synthetizing observations and recommendations gleaned from a-f above; h. Leading the prioritization, drafting, and editing of such recommendations; and i. Upon request, participating in the Authority’s public presentations regarding the report upon its completion. j. Developing a polished, professional written document of approximately 30 pages (length subject to change with written approval of BPCA). Though subject to change, a general outline for the Strategic Plan could include: i. Introduction ii. Executive Summary iii. History of BPC(A) – how did we get here? 1. Major milestones along the way iv. Existing Conditions/Data Baseline, examples include: 1. Who lives here? 2. Who works here? 3. Who comes here? 4. What relevant data might we pull to help understand what is happening here today? 5. What is happening around us? What key State, City, and local initiatives should we be connecting to? v. What is BPCA doing today? vi. Goals – next five years...
