THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. This posting is for market research purposes only. The General Services Administration (GSA), Region 2, Public Buildings Service, is conducting market research to determine if there are any Small Businesses that have the current relevant qualifications, experience, personnel, and capability to perform the work described herein.
The Honorable Charles L. Brieant Jr. Federal Building and Courthouse is a United States Federal Office Building and Courthouse located at 300 Quarropas Street in downtown White Plains, New York. It is a 6-story building mainly comprised of brick and stone and officially opened in 1995. It is named for Charles L. Brieant Jr., a former federal judge at the White Plains courthouse who also practiced law and was involved in politics in Westchester County.
The United States District Court for the Southern District of New York (SDNY) hears cases in the courthouse. The Courthouse serves six county areas: Westchester, Rockland, Putnam, Orange, Dutchess and Sullivan Counties with a population of over 1.8 million people. Both U.S. District Judges and U.S. Magistrate Judges preside over cases filed at the White Plains Courthouse.
The GSA, on behalf of the United States District Court for the Southern District of New York, is seeking Design-Build Services to renovate the 5th floor District Courtroom Suite 521. The space is approximately 3,100 square-feet.
The Design-Build (DB) Contractor shall provide any and all labor, material, equipment, and professional services to plan, design and construct the renovations of the 5th Floor East Courtroom. Minimum objectives for this project include, but are not limited to the following:
• Using Design Intent Drawings (DIDs) and reference materials, the DB Contractor shall develop comprehensive construction documents, specifications, plans, and details to include but not limited to; architectural plans, reflected ceiling plans with
elevations, electrical modifications, audio/visual, security, telephone & data provisions, furniture plans, signage plans, millwork plans, security plans, and finish plans. The DB Contractor shall then complete selective demolition work and construct the space as indicated in construction drawings submitted by the DB Contractor and approved by the GSA.
• A key objective of this renovation is to match the renovations & finishes with recently completed renovations on the 6th Floor East and West Courtrooms. The DB Contractor will be provided with reference documentation and access to other courtrooms to facilitate this project. Field conditions between 5th floor and 6th floor may differ; the DB Contractor shall be responsible to examine field conditions as part of design services to ensure renovations of 5th floor East Courtroom meet the objectives of this project. Construction documents shall be tailored specifically for renovations to the 5th floor East Courtroom with close coordination from project stakeholders.
• Utmost attention shall be given to the finishes and craftmanship of the courtroom renovations to include, but not limited to, wood species, stain color, veneer cut, carpet and ceiling tiles.
• Renovations shall provide underlying infrastructure to modernize the courtroom to include necessary trenching and penetrations for IT and AV equipment. Each IT and AV equipment shall have dedicated homerun conduits to/from terminations with pull strings for cable installation. An IT & AV designer shall be an integral part of the DB Contractor’s design team; the IT & AV designer shall provide an IT & AV infrastructure report along with Construction Documents for IT & AV equipment installation for approval as part of DB Contractor design services prior to construction.
• Electrical distribution shall be modified as required to accommodate new layout to include new receptables and wiring.
Option Work: Furnishing and installation of AV wiring, terminations, and end-user equipment. AV equipment must be installed after base contract infrastructure is installed and, in a dust-free environment. This option may be exercised at the end of the project at the discretion of the GSA and SDNY.
Period of Performance: All Base Bid Work and Option Work (if awarded) must be Substantial Complete no later than four hundred & forty-eight (448) calendar days after the Notice of Award is issued.
A Final Inspection will be performed after all work is complete to the satisfaction of GSA and SDNY. The Substantial Completion Date will be established by the Contracting Officer after the Contracting Officer’s Representative (COR) verifies that the project objectives have been met, and warranties, certifications, testing reports, and related documents indicating project completion
has been received.
All qualified Small Businesses, including 8(a), HUBZone, Service-Disabled Veteran-Owned and Woman-Owned, are encouraged to respond. The Government will not pay for any information received from this Sources Sought Notice. One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a Set-Aside is the acceptable strategy for the
procurement. The appropriate NAICS Code is 236220 with a size standard of $39.5 Million.
CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000.00 and $5,000,000.00 in accordance with FAR 36.204.
THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this sources sought notice is purely voluntary; the government assumes no financial responsibility for any costs incurred.
In responding to this sources sought notice, please indicate your: (1) interest as a prime contractor, teaming partner, joint venture, and indicate (2) whether or not your company is a small business, including any socioeconomic categories, i.e. woman-owned, HUBZone, etc. (3) Brief description of your firm’s past experience in Construction trades and past experience working on design-build repairs & alterations projects and the respective contract value, (4) overall Bonding Capacity, and (5) company information (name, point of contact phone number/email).
