The County of Rockland is considering the issuance of a Sole Source award to Center for Safety and Change, Inc. (“Service Provider”) for the provision of Safe Parents-Safe Kids services in Rockland County.
This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.
Program/Services:
- Provide domestic violence supportive services that are:
- Conveniently accessible
- Successful
- Best-practice
- Cost-effective
- Short-term supportive Domestic Violence services for adult survivors of Domestic Violence and their children who have become involved with the Child Protective Services System in accordance with provisions of the New York State Family Court Act and regulations of the New York State Office of Children and Family Services.
- Provide services to Temporary Assistance for Needy Families (TANF) eligible/recipient families entering Rockland County Child Protective Services (CPS) who are also victims of domestic violence as well as families who are not TANF eligible.
- Collaborate with the Department of Social Services (DSS) to provide on-site at the Department of Social Services, counseling and advocacy for non-offending parents and their children who have experienced or witnessed domestic violence in their homes.
- Services will include, but not be limited to:
- Family safety planning
- Individual and family counseling
- Educational advocacy
- Legal assistance
- Support services
- Referral to other community resources
- Demonstrated successful experience providing the above services to eligible individuals and families by records indicating Performance Target Outcomes have been met.
Provider will:
- submit quarterly, year-end, and any other reports as required by the Department of Social Services
- maintain records indicating all Performance Target Outcomes have been met throughout contract term and provide records, to the Department of Social Services, containing substantive information to include, but not limited to, log sheets for clients served [client identifier numbers] and specify services provided.
- Ensure that its information, and all updates, are provided to and contained on the
“2-1-1- database system”. Provider will contact Hudson211 to complete the required forms within thirty (30) days of contract execution; [
2-1-1 is a program of United Way in the Hudson Valley]
- Include a written attestation that it will be delivering one or more of the following services to all of its clients, as applicable, under the resulting contract:
- Child Preventive Services (referral, monitoring supportive and rehabilitative services provided to children under the age of 18 and their families to avert disruption of family unit)
- Child Welfare Services (services to protect and promote the welfare and safety of all children, including individuals with disabilities; homeless, dependent or neglected children)
- Family Preservation Services (services for children and families designed to prevent harm to children and help families at risk or in crisis)
- Family Support Services (community-based services to promote the well-being of children and families designed to increase the strength and stability of families and enhance child development)
- Provide Safe Parents-Safe Kids services to a minimum of twenty six* (26) TANF eligible families referred to the program by DSS.
- Provide Safe Parents-Safe Kids services to all non-TANF eligible families referred to the program by DSS, at no charge.
- Bi-lingual (English, Spanish) Crime Victims Advocate services for cases referred by DSS.
- Must notify DSS if any clients in the Safe Parents-Safe Kids Program are or become identified under Human Trafficking and Sexual Exploitation.
- Provider will refer clients, as appropriate, to the New York State's MyBenefits website, to inform them about various assistance programs and supportive services
*Minimum number of individuals to be served in 2018
If any of the above-referenced minimum required numbers are not met during the course of the contract term, the contract amount will be reduced proportionally.

Any non-profit agency that believes they are qualified to provide the services detailed above and is ready, willing and able to provide the services; shall respond to this notice
no later than 3 PM on April 25, 2018 (14 days after advertisement) of this announcement. The response should provide specific details regarding the agency’s interest in providing such services as well as their prior experience in providing the same or similar services. In addition, the response should detail the agency’s connections to the Rockland County community.

Organizations submitting an expression of interest must meet the following requirements:
- Must currently be providing bilingual (English, Spanish) services
- Must be named as Rockland County’s designated agency for providing assistance to all crime victims
- Must currently be certified as a New York State Office of Children and Family Services certified Domestic Violence agency
- All direct service employees and volunteers must be current on all required NYS certifications
- Must complete the New York State Victim Assistance Academy training
- Must currently have an existing 24/7 telephone hotline in place
- Must currently have an existing Domestic Violence Non-Residential program in operation
- Demonstrated Successful Experience providing the above services to eligible individuals and families by records indicating Performance Target Outcomes have been met
- Must be located in Rockland County
- Must be accessible by public transportation
- Be a 501 (c)3
- Be governed by a Board of Directors
- Be up-to-date with all IRS filings
- Be up-to-date with all NYS filings
- Have a 2016 budget with Board approval
- Be fiscally sound
- Have a Non-discrimination Policy
- Have a Conflict of Interest Policy
- *Provide a copy of agency’s most recently filed 990 IRS Form
[*must be provided before any contract will be issued for 2018]
- Maintain program records for the purpose of an audit and provide to the County all program-related information including proprietary materials, upon request
- Submit quarterly, year-end, and any other reports as required by the Department of Social Services
- Vouchers that are not supported by the proper documentation and/or not provided to RCDSS within thirty (30) days of the end of each quarter, or upon request by RCDSS, will not be considered for payment by RCDSS.
- Be available for announced and unannounced on-site visits
