PROPOSED SOLE SOURCE AWARD TO NATIONAL COUNCIL FOR BEHAVIORAL HEALTH TO PROVIDE TO HOST, A YOUTH INSTRUCTOR CERTIFICATION TRAINING WHICH IS LIMITED TO THIRTY (30) PARTICIPANTS - $36,200

The County of Rockland Department of Mental Health is considering the issuance of a Sole Source award to National Council for Behavioral Health to provide HOST for Youth Instructor Certification Training to become instructors for Youth Mental Health First Aid.

This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.

This agreement shall be for $36,200 to fulfill all requirements as described below.

The contract shall include but not limited to the following:

Training shall be limited to thirty (30) participants.

National Council shall employ staff or retain independent contractor.

Instructors supplied shall have all required licenses and certifications and be in good standing.

Certified Instructors upon successful completion of the program shall have access to technical assistance provided by National Council for Behavioral Health for a period of time no less than one (1) year from completion of the certification.

Training shall be completed no later than December 31, 2018.

This notice is issued for informational purposes only and is NOT a request for competitive quotes.

Any agency that believes they are qualified to provide the services detailed above and is ready, willing and able to provide the services; shall respond to this notice no later than 3 PM on August 29, 2018 (14 days after advertisement) of this announcement. The response should provide specific details regarding the agency’s interest in providing such services as well as their prior experience in providing the same or similar services.

A determination by the County not to compete the proposed contract is solely within the discretion of the County.
