All bids must be made on the official Bid Form or an exact copy by reproduction thereof and enclosed in a sealed envelope per Article 15 of the Instructions to Bidders. This is a lump sum bid as described in the Instructions to Bidders. No bidder may withdraw his bid within forty-five calendar days after the actual date of opening.
