NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN that the TOWN Board of the TOWN of Hyde Park invites sealed proposals for the furnishing of all materials and labor necessary for restoration of existing Basketball Court and installation of 3 Pickleball Courts at Dinsmore Park in the Hamlet of Staatsburg in the Town of Hyde Park, New York. This Contract includes drawings and specifications, prepared by Clark Patterson Lee, 9 Elks Lane, Poughkeepsie, NY 12601.
All such sealed proposals must be received by the Town Clerk at the Town Hall, 4383 Albany Post Road, Hyde Park, NY 12538 on or before June 30, 2020 at 3 PM. Due to COVID 19, Town Hall is closed to the public at the time of this Bid Notice. A drop-box is available outside the front door to receive bids. The bid opening will be held the day following the bid submission deadline on July 1, 2020 at 10:00 AM. In the event Town Hall is still not open to the public at the time of the bid opening or you are unable to attend in person, the bid opening will be recorded and available for viewing on the Town of Hyde Park’s website by searching bid openings at www.hydeparkny.us.
Copies of the proposed contract documents including plans and specifications, and the forms of proposals for the contract, are available on Empire Bid Net, the Town’s Website: www.hydeparkny.us or by PDF documents via e-mail from the Town Clerk’s office at dmcgrogan@hydeparkny.us. Bids become available May 18, 2020.
Work shall consist mainly of:
- Removal of existing berms
- Removal of existing fence and relocation of bush and tree
- Widening of basketball court
- Crack sealing and overlay of basketball court
- Pickle ball court grading, subbase and asphalt pad
- 4 basketball poles, backboards and goals
- 3 pickleball nets with posts
- Basketball and Pickleball surfacing and striping
- Asphalt sidewalk
- Restoration of all disturbed areas.
The work shall be substantially completed within 60 calendar days of the date of the Notice to Proceed.
All proposals shall be made and received upon the following conditions, which are more fully set forth in the bid documents:
1. Only such proposals as are made and filed upon the forms available in the Bid Documents will be accepted.
2. Proposals are to be enclosed in a sealed envelope.
3. Each proposal must be accompanied by a certified check in the sum of five percent (5%) of the amount bid, payable to the order of the Town of Hyde Park, or a bond with sufficient sureties, to be approved by the Supervisor, in such amount, conditioned that if the proposal is accepted, the bidder will enter into a contract for the same and will provide acceptable security, in the form of cash, certified check or performance bonds, or letters of credit, as set forth in the contract documents.
4. Pursuant to the provisions of GML 105, no bids may be withdrawn unless no contract is awarded for more than 45 days after the opening thereof.
5. Upon acceptance of the bid, if the successful bidder fails to enter into a contract pursuant to the requirements of said Town Board or fails to give the further security prescribed in this notice within the time noted herein, then the bid security deposited as aforesaid, and the moneys standing to the credit of the same shall be forfeited to the Town as liquidated damages and not as a penalty and the Supervisor shall collect the same or enforce the payment of the bond for the benefit of the Town.
6. All bids shall contain the non-collusion certificate in a form meeting the requirements of GML 103-d.
The Town Board reserves the right, in its discretion, to waive technical noncompliance or irregularities that are not material or substantial, and to reject all bids and to rebid the project.
