This is a "REQUEST FOR INFORMATION" only. This Sources Sought Notice is not a request for formal proposals or quotes. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HUBZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. VA VISN2 intends to award a firm-fixed price requirement for the removal and replacement of skylight caulking and flashing including any compromised insulation located at the VA NYHHS Brooklyn Campus Outpatient Clinic, located at 800 Poly Place, Brooklyn, NY 11209. Scope of Work and Specific Requirements: The contractor is responsible for all materials, labor and supervision to accomplish the following: Contractor shall field-verify all associated spaces and measurements pertaining to the removal of existing OPC skylight caulking and flashing. Contractor shall field-verify all associated spaces and measurements pertaining to the removal of existing OPC skylight insulation. Contractor shall install new insulation, as needed, to replace compromised material throughout all OPC skylights. Contractor shall install new flashing and caulking, to replace all old caulking and flashing throughout all OPC skylights. A site visit is required to verify existing conditions, availability and accessibility for all required work. The contractor is responsible for the installation and ensuring no water infiltration. Contractor shall provide all labor and material required. Contractor shall be liable for any damage caused by their employees. All damages shall be repaired and/or replaced at no additional cost to the government. Awarded Contractor shall submit schedule to VA for approval. The contractor shall not perform any work without prior coordination with COR and VA Engineering Team. The contractor shall not interfere, in any way, with hospital operations. Contractor shall perform clean up at any time when work area becomes cluttered and/or restricts traffic. Work area must be cleaned at the end of each work shift. In the performance of all work, the contractors shall be in compliance with safety regulations governing worker safety (OSHA 29 CFR 1926 Safety and Health Regulations for Construction; NFPA, Life Safety Codes, etc.). Upon award, all work shall be during regular hours, as provided by the VA Brooklyn campus Engineering Service. Normal work hours are 8:00am to 4:30pm Monday through Friday, except for Federal holidays. If the contractor desires to work on Saturday, Sunday, holidays, or outside the project s normal working hours, the contractor must submit a written request for approval to the VA COR at least seven (7) working days prior to the proposed start of such work. Subcontracting plans (note the limitations on contracting at 50% for services, FAR 52.219-4, Limitations on Subcontracting, and/or VAAR 852.219-75/852.219-76) Contractor shall be registered in SAM.gov. The NAICS Code is 238350 with a Small Business size standard of $19 million. SDVOSB/VOSB vendors shall be registered in the SBA Database.
