The contractor should include in their base bid as an add deduct for 5 possible manholes. Although it is anticipated the contractor may need to pump water out to inspect the manhole(s), what is the probability that the water is not hazardous? If hazardous, how should the contractor proceed? Upon consultation with VA Engineering Industrial Hygienist if there is any water in the manhole it is to be considered as nonhazardous. Please address concerns about energized manholes and verify the splices. The contractor is to be certified to work with live 13.3 KV feeders and certified to work in confined spaces. Splice verification is to be via thermal imaging (FLIR). Where are the specifications for compliance located?
