Specifications include, but are not limited to: The Aspen Pitkin County Housing Authority (APCHA) desires to attract Statements of Qualifications from qualified professionals to perform Capital Reserve Studies for up to 42 different homeowner associations which are part of the city/county workforce housing program. The project is primarily intended to encourage the creation of Capital Reserve Studies by the individual homeowner associations (HOA’s), consistent with State of Colorado HB09-1359 which goes into effect on August 5, 2009. APCHA will accept responses of qualifications from qualified professionals through 3pm on Tuesday, September 1, 2009. Qualifications Statements will allow APCHA to review responses in order to narrow the field to a small number of organizations that will be 1) allowed to perform the work at the request of individual homeowner associations, or 2) will be asked to submit proposals through a subsequent Request for Proposals (RFP), should that be required.
